PET UNIT
The Planning, Exercise and Training Unit is responsible for updating the state emergency operations plan, working with local emergency managers on local emergency operations plans and enhancing performance capabilities of the state’s emergency management staff through a robust exercise and training program. In addition, the PET Unit oversees the Stakeholder Preparedness Review (SPR), State Threat and Hazard Identification and Risk Assessment (THIRA), the NEMA Continuity of Operations Plan (COOP), the State Emergency Operations Plan (SEOP), the state Continuity of Government Plan (COG) and the Nebraska Integrated Preparedness Plan (IPP).
The unit has established planning capabilities for the integrated planning process in the eight PET/ communication regions and assisted in the coordination of Nebraska’s annual Investment Justification Workshop. PET unit representatives meet with the Homeland Security Policy Group and Senior Advisory Committee (SAC) to complete the project award process. The unit also serves as the agency liaison to Omaha Metropolitan Health Care Coalition (OMHCC).
Activities are conducted at all levels, from assistance to local jurisdictions, through regional and state level training and exercises. NEMA offers support to state agencies, local jurisdictions and the eight regions in the form of basic certification and targeted courses for emergency management personnel. NEMA continues to establish a level of training in compliance with requirements identified by the Department of Homeland Security and Nebraska statute.
