Course Overview:

This 12-hour course addresses warning coordination for weather or flooding-related events. It pro-vides training to help facilitate the process whereby State, Local, Tribal, and Territorial officials re-sponsible for warning coordination and communication work closely with the National Weather Ser-vice (NWS) and the news media to provide effective warnings that can be received and understood by people at risk. The effective coordination of these warnings is paramount to saving lives and protecting property.


Course Objectives:

At the conclusion of this course, participants should be able to:

• Predict community responses to warnings based on certain social factors.

• Create hazard-specific warning messages and delivery strategies.

• Describe how coordinated activities form an effective warning system.

• Identify and address communication and coordination failures.

• Design scenario-based warning and communication plans


Target Audience:

State, local, tribal, and territorial government emergency program managers, or officials responsible for coordination & and communication. Secondary audience includes federal emergency management personnel and employees of federal, state, local, tribal, and territorial governments who work in the emergency management field.


There are no prerequisites for this course.

However, it is recommended that participants take:

• IS-271 Anticipating Hazardous Weather & Community Risk

• IS-247 Integrated Public Alert & Warning System (IPAWS)

• COMET Program’s SKYWARN Spotter Training Course
