The All-Hazards Communications Unit Leader (COML) course trains emergency  responders to serve as radio communications unit leaders during all-hazards emergency operations. COML responsibilities  include developing  plans to effectively use incident communications  equipment and facilities, managing distribution of communications equipment to incident personnel, and coordinating the installation and testing of communications equipment.

Class Prerequisites:

To attend this course, applicants  must have the following prerequisites.

  • A public safety communications background with exposure to field operations; this experience should be validated  by the authority who supervises the applicant.
  • Basic knowledge of local communications  and communications systems; frequencies and spectrum; technologies;  local topography; system site locations including        knowledge of state, regional, and local communication plans; and communications and resource contacts.
  • Completion ofthe following FEMA  training courses:

o      IS-I00.b, Introduction to the ICS

o      IS-200.b,  ICS for Single Resources and Initial Incidents

o      ICS-300, Intermediate ICS for Expanding Incidents

o      IS-700.a, National Incident Management System (NIMS), an Introduction

o      IS-800.b, National Response Framework (NRF), an Introduction

  • In addition, ICS-400, Advanced ICS, Command and General Staff-Complex Incidents, is recommended.

Persons serving as command staff, section chiefs, strike team leaders, task force leaders, unit leaders, division/group supervisors, branch directors, and multi-agency coordination system/emergency operations center staff should take ICS-300.
Students will learn about:
* ICS Staffing and organization to include: reporting and working relationships and information flow.
* Transfer of Command
* Unified Command functions in a multi-jurisdictional or multi-agency incident
* ICS forms
* Resource Management
* Interagency mission planning and procurement

Persons who will serve as command or general staff in an ICS organization, select department heads with multi-agency coordination system responsibilities, area commanders, emergency managers, and multiagency coordination system/emergency operations center managers.
Students will learn about:
 Command and General Staff
 Deputies and assistants
 Unified command
 Organizational relationships between Area Command, Unified Command, Multi Entity Coordination Systems, and Emergency Operations centers (EOCs)
