Funding opportunity through 2024 Nonprofit Security Grant Program

The Nebraska Emergency Management Agency (NEMA) has received information regarding the release of the U.S. Department of Homeland Security’s (DHS) FY 2024 Non-Profit Security Grant Program for States (NSGP-S). 

The Fiscal Year 2024 Nonprofit Security Grant Program (NSGP) is a grant program that support DHS/FEMA’s focus on enhancing the ability of state and local governments, as well as nonprofits, to prevent, protect against, prepare for, and respond to terrorist or other extremist attacks.

Nonprofits with one site may apply for up to $150,000 for that site. Nonprofits with multiple sites (multiple locations/physical addresses) may choose to apply for additional sites at up to $150,000 per site for a maximum of three sites, not to exceed $450,000. Eligible applicants are organizations described under section 501(c)(3) of the Internal Revenue Code of 1986 and determined by the Secretary of Homeland Security to be high risk of terrorism attack due to their ideology, beliefs, or mission. [501(c)(3) tax-exemptions apply to entities that are organized and operated exclusively for religious, charitable, scientific, literary, or educational purposes, or for testing for public safety, or to foster national or international amateur sports competition, or for the prevention of cruelty to children or animals.]

For FY 2024, Congress appropriated $274,500,000 from the State Homeland Security Program for non-profit organizations that could be located anywhere in a State/territory; $137.25 million for eligible nonprofit that are within designated major urban areas (NSGP-UA), and $137.25 million for eligible nonprofit entities that are not within those designated major areas; through a state-level application (NSGP-S). Nebraska does not have any designated high-risk urban-areas (NSGP-UA) and can only apply for (NSGP-S) funds.

Allowable NSGP costs include:

Target Hardening – NSGP provides funding for facility hardening & physical security enhancements and other security-related activities to nonprofit organizations that are at high risk of terrorist or other extremist attack.  Allowable equipment is limited to the Authorized Equipment List (AEL):  https://www.fema.gov/grants/tools/authorized-equipment-list

Construction/Renovation – For construction costs to be allowed, they must be specifically approved by FEMA in writing prior to the use of any NSGP program funds for construction or renovation

If your organization is interested in applying and does not have a Unique Entity ID (UEI) number, please make sure immediate action is taken to obtain a number. FY 2024 NOFO is attached for reference and instructions on registration.

 

The application deadline to NEMA is May 17, 2024 by 5pm submit to nema.grants@nebraska.gov. Sub applicants must complete the FY 2024 NSGP Investment Justification (IJ) form application. In addition to the Investment Justification application, each applicant will also need to provide its vulnerability/risk assessment on which the request in the IJ is based, and organization’s mission statement. This year, a ‘self-assessment’ is permitted by DHS using their format (although it says Houses of Worship the same principles apply so it can be used universally), that information is also attached in this packet.

These items comprise a complete application for this grant. Failure to submit a complete application package will result in elimination from grant consideration.

The Build America, Buy America Act (BABAA) requires all federal agencies, including FEMA, to ensure by May 14, 2022, that no federal financial assistance for “infrastructure” projects is provided “unless all of the iron, steel, manufactured products, and construction materials used in the project are produced in the United States.”
